Lawsuit Says Vt. DCF Ignored Ludlow Abuse

Montpelier — A lawsuit has been filed against the Vermont Department for Children and Families alleging its social workers failed to act on reports of abuse and neglect of two Ludlow children for four years until local police intervened.

Brattleboro lawyers Tom Costello and Sharon Gentry provided copies of the suit and other documents to The Associated Press as it was being filed Wednesday in Windsor Superior Court.

The suit alleges Richard and Krista Hudson abused both their children and vulnerable adults they invited to live in their home. It says family members began reporting signs of abuse in 2008, but DCF did not substantiate the abuse until Ludlow Police brought charges in 2012.

DCF Commissioner Dave Yacovone did not immediately return a request seeking comment.
