BURLINGTON — A 41-year-old Massachusetts man was sentenced to more than 12 years in prison on Monday after pleading guilty to dealing fentanyl and heroin out of a drug house he maintained in downtown Windsor.

After several drug purchases that authorities were monitoring, police in April 2018 had arrested Rodolfo Davila and seized more than 1,450 bags of heroin and two handguns from a house he owned at 55 River St. in Windsor. They also found more than $84,000 cash and two bank checks made out to Davila totaling $20,000, according to a news release on Monday from the U.S. Attorney’s Office.

U.S. District Court Judge William K. Sessions III sentenced Davila to 151 months in prison following guilty pleas for conspiracy to distribute fentanyl and more than 100 grams of heroin; maintaining a drug-involved premises; and being a felon in possession of a firearm, the release said.

The release said Davila acknowledged in court that the offense involved 1 kilogram of heroin, or approximately 40,000 individual doses.

Prior to his 2018 arrest, Davila had been selling drugs in Windsor for two years that he had obtained from a source in Springfield, Mass., according to a federal affidavit filed two years ago. He had 35 prior criminal convictions, the release said, and had served at least four years in a Massachusetts prison for a federal firearms conviction before coming to Windsor.

Besides buying the River Street property with drug proceeds, Davila and a co-conspirator, David Cheney, had also used drug money to purchase a nearby home at 41 Jarvis St., authorities said.

In addition to the prison sentence, Sessions ordered that the two Windsor properties and Davila’s drug proceeds, which totaled more than $124,000, be forfeited.

Cheney in February was sentenced to four years in prison after being convicted of conspiracy to distribute fentanyl and heroin and conspiracy to launder monetary instruments and was deported to Canada as part of a plea agreement, the release said.

Two other people, Sean Palmer and Elizabeth Gonzalez-Rivera, who is Davila’s sister, have been convicted of conspiracy to distribute fentanyl and heroin and are awaiting sentencing.

Gonzalez-Rivera was found with more than $38,000 in her car when she was stopped by Vermont State Police in June 2017 after she was seen leaving Davila’s residence in Windsor, the release said.

A fourth man, Gary Desilets, was sentenced to time served in March for his involvement in the case, the release said.
