Windsor board approves downtown apartment building

WINDSOR — The town’s Development Review Board has given its final approval for an apartment building in downtown Windsor.

The board’s decision, which was issued last week, was made after a public hearing held in April. The 25-unit building, which will be built near the Windsor Diner, was proposed by Windham & Windsor Housing Trust and Evernorth, two nonprofit organizations that focus on building affordable housing in Vermont.

The two organizations initially proposed the building, known as Central & Main, in 2021 and modified the plan based on recommendations from town and state officials, including changing it from five stories to four stories and reducing the number of units from 30 to 25.

The group plans to break ground on the project in late fall, Peter Paggi, director of housing development, for the Brattleboro, Vt.-based Windham & Windsor Housing Trust, said in an email.
