Town Meeting preview: Barnard property appraisals up for vote

Hot topic: With two of the three members of Barnard’s Board of Listers resigning by the end of 2020 and the third up for reelection this year, the Selectboard has proposed replacing the elected listers with a professional property appraiser.

“Replacement of listers can be a daunting challenge,” the Selectboard wrote in its report to the town, in which it strongly endorses hiring an appraiser. The change would not increase costs to the town.

Last year, Barnard hired New England Municipal Consultants to assist the listers, and the company would provide appraisal services if the voters approve.

Budget: The proposed highway budget is up by around $46,000 from the current year, while the municipal budget is lower by a like amount. If the two budgets win approval, the town would be authorized to spend a little over $1.78 million, about the same as this year. The amount to be raised by taxes is projected to be nearly $74,000 lower than in the current year, which will reduce the municipal portion of the tax rate.

Noteworthy articles: Barnard voters are being asked to raise $11,655 for its share of the cost of an intermunicipal regional energy coordinator, which the Selectboard recommends. “The Selectboard believes that over time the energy savings will more than pay for the town’s continued support of the (energy coordinator) position,” the board wrote in its report.

Contested races: Barnard will hold its traditional Town Meeting this year, where all business is conducted from the floor, including nominating and voting for town offices. Selectboard member Robert Edmunds is up for reelection.

When and where: Barnard Town Meeting will be held at 10 a.m. Saturday, May 15, at Barnard Town Hall.
