South Woodstock — With springtime coming soon to the Upper Valley, the Green Mountain Horse Association picked a fitting time to welcome its new executive director — and to announce plenty of new events for the 2015 horseback riding season. On Monday, Tracy Ostler, of Hartford, began leading GMHA, the 89-year-old equestrian center that claims to be the nation’s oldest competitive and educational facility of its kind.
