S pringfield, Vt. — Shelley Howard was filling out a volunteer application last year at Springfield Humane Society when a little white dog leapt onto her lap. Isis, who is possibly a poodle, was being treated for Lyme disease, and since her fur was matted, had recently been shaved. “She was just a hot mess,” said Howard, a mother of three who lives in Springfield, Vt.
