New Enfield bingo hall gets OK to move forward

ENFIELD — The Planning Board gave its unanimous approval for a new bingo hall on Route 4.

The approval for Pellerin’s Bingo comes with a condition regarding approval of the business’ wastewater treatment plan. Longtime Enfield resident and bingo caller Vicki Pellerin has proposed using a septic system currently on the property for the business.

During the meeting, Pellerin and her son, John Pellerin, said that they are working with a licensed septic designer who built an unused septic system on the property in the late 1980s.

The system was to be used for a four-bay carwash that never came to be. The septic designer is working on assessing the system to see if it has enough capacity to support the bingo hall.

“Our plan is to see what he comes back to, and go forward from there,” John Pellerin said during the meeting.

While the bingo hall is on the town’s sewer system, the Selectboard had previously granted the property’s former owner, Bob LaCroix, a waiver to continue to use a septic system he had previously installed.

Under state law, property owners within 100 feet of a public sewer line are required to connect to the system, according to the New Hampshire Department of Environmental Services.

Municipalities, however, can grant waivers as long as the property is served by “an adequate alternative sewage disposal system.”

“The law says they have to connect,” Enfield Town Manager Ed Morris said. “Only the Selectboard has the authority to grant them the waiver.”

The Planning Board does not have the authority to grant waivers or tell a property owner that they must connect to the town sewer system.

The bingo hall will be located in what used to be Shaker Valley Auto’s car showroom. Pellerin’s Bingo will host bingo games Monday through Thursday and other game-related events Friday through Sunday, according to the Pellerin’s application. The space will also include a kitchen. They hope to open the bingo hall in October.
