In some respects, a proposal to impose a monthly health insurance premium on former New Hampshire state employees who retired early is difficult to contemplate. The proposal would change the rules after these workers did their math and made their retirement decisions, and it would come at a time when the stock market's travails already have slammed their retirement savings. Nevertheless, because these are hard times -- and because the change would bring New Hampshire's practices in line with other states -- this idea is rightly in the mix as legislators debate the next state budget.
